Can free will and fate coexist?
If you define Free Will to mean that every action and all of its consequences can be individually determined and that the results of those actions is entirely dependent upon the choice that is made, then it cannot coexist with Fate.
Keeping this in consideration, which god can change destiny?
Only God can change one's destiny through His Grace. Our thoughts are our karma. Constant association of our mind with the Lord, can give rise to good thoughts and consequently can trigger good actions resulting in change of fate.
