What does it mean when a guy makes small talk?
It doesn't mean he wants a relationship or a date, it just means he wants to engage in conversation on some level, and small talk is what he's comfortable with. Many extroverts will talk to everyone (that's me) and will start a short, silly, or clever conversation just to cause someone to laugh or smile.
